Horace Dove Edwin, also known as Tipeps, hails from Freetown, Sierra Leone, and is a prominent figure from the renowned group of athletes who rose to prominence in the 1980s and 90s, leaving a lasting impact both locally and globally. During the vibrant days of the Inter-Secondary School Sports Festival in Freetown, Tipeps emerged as a dominant figure in Sierra Leone Athletics. This success led to his participation in various prestigious events such as the 1986 World Junior Games, the 1987 World Athletics Championships in Rome, the 1987 All African Games in Lagos, Nigeria, the 1988 Summer Olympic Games, the 1992 Barcelona Olympics, and the 1993 World Athletics Championships in Stuttgart, Germany. Before gaining recognition in Athletics, Tipeps explored Roller Skating, Break Dancing, and Swimming.
Following his participation in the 1988 Summer Olympics, where he didn't progress to the next round in his event, Tipeps made a pivotal decision. In 1990, he moved to London with his mother to access better training conditions. His post-relocation debut was at the 1991 Summer Universiade in Sheffield, where he secured a Silver Medal in the 4x100 meters Relay, marking Sierra Leone's second global stage achievement. This success continued with another Silver Medal at the 1991 All African Games in Cairo, Egypt. In the 1992 Summer Olympics, he reached the quarterfinals in the 200 meters.
In the mid-1990s, he faced personal challenges that briefly paused his athletic career. However, he made a comeback at the 1997 World Athletics Championships in Athens, marking his final international appearance.
